Request for Qualifications & Bids (RFQ/RFP) from Contractors
New North Carolina Project is soliciting bids and qualifications from licensed and qualified subcontractors to provide services under the North Carolina Department of Environmental Quality (NC DEQ) Weatherization Assistance Program (WAP) funded through the Infrastructure Investment and Jobs Act (IIJA).
We are seeking qualified subcontractors for the following trades and services:

Heat Pump Installation

Electrical Services

Plumbing Services

General Construction and Minor Repairs

Health and Safety Measures

Energy Efficiency Upgrades

Diagnostic Testing and Quality Control Services
Qualified firms must possess all applicable North Carolina licenses, required certifications, insurance coverage, and demonstrated experience performing weatherization, energy efficiency, rehabilitation, or federally funded projects. Historically Underutilized Businesses (HUBs), Minority-Owned Businesses (MBEs), Women-Owned Businesses (WBEs), Veteran-Owned Businesses, Service-Disabled Veteran-Owned Businesses, and other diverse firms are strongly encouraged to apply.
Interested subcontractors must complete the Subcontractor Qualification Questionnaire and submit all required licenses, certifications, insurance documentation, references, and supporting materials by emailing them to our program manager, Edi Palau.
Subcontractors meeting qualification requirements may be approved and placed on a Pre-Qualified Subcontractor Vendor List for current and future Weatherization Assistance Program (WAP), IIJA, DOE, LIHEAP, and other federally or state-funded energy efficiency, housing rehabilitation, and home repair projects administered by New North Carolina Project. Placement on the vendor list does not guarantee work but establishes eligibility to receive bid invitations and project opportunities during the contract period.
This solicitation is being conducted in accordance with 2 CFR Part 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance), applicable NC DEQ Weatherization Assistance Program policies and procedures, and all applicable federal, state, and local procurement requirements.

Insurance Requirements for Contractors
Contractor shall maintain workers' compensation insurance in compliance with The North Carolina Workers' Compensation Act for all employees engaged in work under this agreement. Coverage shall remain in full force and effect for the duration of the contract. Contractor shall provide a current Certificate of Insurance evidencing workers' compensation coverage with minimum employer's liability limits of:
1. Worker’s Compensation – The Subcontractor shall provide and maintain Worker’s Compensation Insurance as required by the laws of North Carolina, as well as employer’s liability coverage and minimum limits of $300,000.00, covering all of Subcontractor’s employees who are engaged in any work under the contract. Sole proprietorships and partnerships with less than three (3) employees, in addition to the sole proprietor or partners, are not required to have Worker’s Compensation.
2. Commercial General Liability – General Liability Coverage on a Comprehensive Broad Form on an occurrence basis in the minimum amount of $100,000.00 Combined Single Limit of Limit. (Defense cost shall be in excess of the limit of liability.)
3. Automobile – Automobile Liability Insurance, to include liability coverage, covering all owned, hired and non-owned vehicles used in performance of the contract. The minimum combined single limit shall be $500,000.00 bodily injury and property damage; $500,000.00 uninsured/under insured motorist; and $1,000.00 medical payment.
