The Weatherization Assistance Program is funded by the NC Department of Environmental Quality/State Energy Office
The Weatherization Assistance Program helps income-eligible households reduce energy costs by improving the energy efficiency of their homes. The program is designed to make homes more comfortable, healthier, and safer year-round—keeping families warmer in the winter, cooler in the summer, and helping lower monthly utility bills.
What is Weatherization?
Weatherization is the process of improving a home’s energy efficiency so it uses less energy for heating and cooling. By reducing energy waste, weatherization helps lower utility bills while also improving indoor comfort and safety.
Weatherization services focus on identifying where a home is losing energy and making targeted improvements to fix those issues.
These improvements can:

How the Program Works
1. Apply for Assistance
Households submit an application and provide documentation to determine eligibility, such as:

Proof of income

Household information
-
Utility bill history
-
Proof of home ownership or landlord approval (for renters)
2. Eligibility Review
Program staff review the application to confirm income eligibility and determine whether the home qualifies for services.
3. Home Energy Assessment
If approved, a trained energy auditor visits the home to perform a full energy assessment.
During the assessment, specialists may use equipment such as:

Blower doors to measure air leakage

Infrared cameras to identify missing insulation

Carbon monoxide detectors
-
Combustion safety testing equipment
This assessment helps identify the most effective energy-saving improvements for the home.
4. Installation of Services
Based on the assessment, the program creates a customized work plan and completes approved weatherization improvements.
5. Final Inspection
After the work is completed, a final inspection ensures all services meet quality standards and that the home is safer, more efficient, and more comfortable.
Services You May Receive
Weatherization services vary based on the condition of each home, but may include:

Air sealing to reduce drafts and leaks

Attic, wall, and floor insulation

Duct sealing and insulation

Heating and cooling system tune-ups or repairs

Smart thermostat installation

Energy-efficient lighting upgrades

Minor HVAC repairs or replacement (as funding allows)

What the Program Does Not Cover
The Weatherization Assistance Program is not a home remodeling or rehabilitation program. Services are limited to improvements that increase energy efficiency, health, and safety.
The program generally does not cover:

Roof replacement

Major plumbing repairs

Major electrical upgrades
-
General home renovations
-
Room additions, porches, or decks
-
Cosmetic repairs (painting, siding, etc.)
-
Window and door replacement (unless program-approved and cost-effective)
-
Mold remediation or asbestos removal

Applications will be reviewed upon receipt. If you meet the initial criteria and we have verified your income/homeownership, we will contact you to evaluate whether your application is a fit for our program.
Please be advised that we are a nonprofit organization with a wait list of households.
We contact homeowners regarding their application status as soon as we are able.
Request for Qualifications & Bids (RFQ/RFP) from Contractors
New North Carolina Project is soliciting bids and qualifications from licensed and qualified subcontractors to provide services under the North Carolina Department of Environmental Quality (NC DEQ) Weatherization Assistance Program (WAP) funded through the Infrastructure Investment and Jobs Act (IIJA).
We are seeking qualified subcontractors for the following trades and services:

Insulation Installation

HVAC Installation and Replacement

Heat Pump Installation

Electrical Services
-
Plumbing Services
-
General Construction and Minor Repairs
-
Health and Safety Measures
-
Energy Efficiency Upgrades

Diagnostic Testing and Quality Control Services
Qualified firms must possess all applicable North Carolina licenses, required certifications, insurance coverage, and demonstrated experience performing weatherization, energy efficiency, rehabilitation, or federally funded projects. Historically Underutilized Businesses (HUBs), Minority-Owned Businesses (MBEs), Women-Owned Businesses (WBEs), Veteran-Owned Businesses, Service-Disabled Veteran-Owned Businesses, and other diverse firms are strongly encouraged to apply.
Interested subcontractors must complete the Subcontractor Qualification Questionnaire and submit all required licenses, certifications, insurance documentation, references, and supporting materials by emailing them to our program manager, Edi Palau by XX/XX/2026.
Subcontractors meeting qualification requirements may be approved and placed on a Pre-Qualified Subcontractor Vendor List for current and future Weatherization Assistance Program (WAP), IIJA, DOE, LIHEAP, and other federally or state-funded energy efficiency, housing rehabilitation, and home repair projects administered by New North Carolina Project. Placement on the vendor list does not guarantee work but establishes eligibility to receive bid invitations and project opportunities during the contract period.
This solicitation is being conducted in accordance with 2 CFR Part 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance), applicable NC DEQ Weatherization Assistance Program policies and procedures, and all applicable federal, state, and local procurement requirements.
